estancar (verb)

  1. to stem, block, hold back (the flow of something, e.g. water)
  2. to bring to a standstill, stall (a process, negotiations, etc.)

Si construyen esa presa, estancarán el durante meses.

If they build that dam, they'll block the river's flow for months.

Las negociaciones se estancaron por culpa de un malentendido tonto.

The negotiations stalled because of a silly misunderstanding.
